Non-governmental sector’s recommendation to Premier Minister

Part of non-governmental organizations propose Premier Minister the creation of a foundation to further develop public sector, and as they stated on the conference held at for.ge-s press club, public sector must not be identified with only two or free organizations. Chairman of Human Rights Union, Nokoloz Mzhavanadze states, that active foundation through Georgia must not work only on their financial reinforcement while not allowing others to develop themselves in this aspect.

\"Even before appearing in government, Bidzina Ivanishvili confirmed his support for non-governmental sector and this position is shown in the last statement. Mr. Premier Minister, if you truly would like to see new faces in this sector, then we urge you to take specific steps in this direction. We propose for a serous foundation to be formed with your help, which will issue grants for the development of public sector. Without this, the talk about new faces and ideas in the public sector is simply populism.” – states Mzhavanadze.

As the chairman of Human Rights Union states, there are non-governmental organizations having interesting and necessary projects for the country, which are not being implemented exactly because of lack of funds.

\"It is unfortunate, that nowadays, non-governmental organizations are seen as grant eaters, rather than effectively functioning organizations, which is also unfortunately supported by active foundations in Georgia, this is why we agree with you when you say that as in politics, it is important to see new people and organizations in this sector as well, for the sector to come out from the overshadowed position and offer necessary and interesting plans to the society.

When you present a specific project and they tell you, without any explanation or arguments, that this project does not comply with requirements, this is not understandable. There are only three organizations presented and the funding don’t go anywhere other than to them. At the same time, the representatives of other public sector are staffed with professional personnel.

We can’t see the new faces that are mentioned in Premier Minister’s statement, political specter is one and the same, while public sector is also the same for 10 years now. The foundations cannot supply with the opportunity to display new faces and organizations”, - states Nikoloz Mzhavanadze.

The president of NGO \"AFBA”, Nodar Chichinadze considers, that if Premier Minister is truly interested and supports non-governmental sector, it is necessary to create a fond which will be led by him.

\"This fond will then take care not of already established and developed organizations, but of non-governmental sector’s underdeveloped part, which, in first case, needs a financial support, in form of grants. If the correct actions develop and appropriate measure will be taken, this will be a very serious help for the development of both, non-governmental and public sector” – states Nodar Chichinadze.

NGO \"Young Barristers” share Premier Minister’s approach and as Sophio Lezhava states, Premier Minister’s statements was important, for the development of civil society is significant for the creation of democratic state.

\"From our side, NGOs offer Premier Minister to create foundations, which will strengthen non-governmental sector and it will no longer be a closed circle, where one and the same organizations are financed, for it will be quite flexible. It was stated in Premier Minister’s announcement that he will promote young people to the society, all this must be directed towards the creation of better control by the state, to make their activities transparent”, - states Sophio Lezhava.
